I have gone through the process of adopting a child here in Japan, through governmental offices. After much paperwork, research, classes and lectures, I was declined. The reason: I work and the preference is a mother who is a stay at home mother rather than a CEO and Philanthropist. Furthermore, I was told that as currently have a 3 year old at home that if I wanted to reapply, that I needed to wait until my daughter was 6 as having a new family member in our home that was between the ages of 6 mos to 3 years (my requests) would be "too much for my daughter to handle." In fact, my preference was that my daughter had a brother or sister to grow up with. The system is not contemporary in thinking. The preference that a woman can only adopt if she is a stay at home mom is completely backwards in thinking. What is better? To remain in an orphanage or to be in a home filled w love, laughter, happiness, basically life as a family!
